The U.S. government's decision to end the long-standing Duration of Status (D/S) policy marks a significant shift in international student immigration regulations. Since 1991, D/S has allowed F-1 & J-1 students to remain in the United States as long as they maintained their status and made satisfactory progress toward their academic programs. Under the new framework, students will face fixed periods of admission and additional extension requirements, creating greater administrative complexity, uncertainty, and compliance obligations for both students and institutions.
As a result, prospective students and families may become more cautious about pursuing a full degree in the United States. In this environment, study abroad programs offer an increasingly attractive alternative. Semester, summer, and academic-year programs provide access to world-class U.S. universities while allowing students to continue degree progress at their home institutions. These programs deliver academic enrichment, cultural immersion, and international exposure at a lower cost and with fewer long-term immigration risks than a full overseas degree.
Study abroad also enables students to maintain strong connections to their home-country labor markets, professional networks, and future career opportunities. At the same time, international experiences help students develop highly sought-after skills, including intercultural competence, adaptability, communication, problem-solving, resilience, and global awareness. These experiences can strengthen applications to graduate and professional programs by demonstrating independence, intellectual curiosity, and the ability to thrive in diverse environments.
SAF is disappointed by the elimination of D/S, particularly given the broader challenges international students have faced in recent years, including visa appointment delays, visa revocations, travel restrictions, and increasing uncertainty surrounding global student mobility. Such developments risk diminishing the attractiveness of the United States as a destination for talented students whose contributions have long enriched American campuses and communities.
Despite these challenges, SAF remains committed to expanding access to international education and supporting students pursuing global learning opportunities. We continue to believe deeply in the transformative power of educational exchange to develop globally minded leaders, foster cross-cultural understanding, and prepare students for success in an interconnected world.
What This Means for SAF Programs
The vast majority of SAF programs are not expected to be significantly affected by the new rule because most students participate in semester, summer, or academic-year programs with clearly defined start and end dates that align well with the new regulatory framework.
Certain specialized programs require closer attention. For progression pathways that begin with English-language study and transition into academic coursework, SAF is working closely with university partners to ensure students have the appropriate immigration documentation to support their full educational journey. SAF is also collaborating with institutions to maintain academic-plus-internship opportunities through compliant program structures that preserve valuable career development experiences.
One practical change students should be aware of is the reduction of the F-1 post-completion grace period from 60 days to 30 days, limiting the amount of time available for post-program travel and tourism in the United States. Students should plan accordingly and consult SAF advisors regarding timelines and requirements.
While the regulatory landscape may be changing, SAF's mission remains unchanged. Through proactive advising, strong university partnerships, and careful planning, we will continue to provide high-quality international education opportunities that broaden perspectives, strengthen career readiness, and help students thrive in a global society.
